The same error on SharePoint Foundation 2010.
  1. Install Web Part:
    PS> Add-SPSolution -LiteralPath C:\path\to\obilogic-rss-reader.wsp
    PS> Install-SPSolution -Identity obilogic-rss-reader.wsp -CASPolicies -WebApplication http://server.my.domain
  2. Configure 'defaultProxy'. Edit C:\inetpub\wwwroot\wss\VirtualDirectories\server.my.domain\web.config:
    <defaultProxy enabled="true">
    <proxy proxyaddress="http://proxy.my.domain:3128" autoDetect="false" usesystemdefault="false" bypassonlocal="true"/>
    <bypasslist>
    <add address="[a-z0-9]+.my.domain$"/>
    <add address="192.168.0.\d{1,3}"/>
    </bypasslist>
    </defaultProxy>
  3. Run iisreset /noforce
  4. Go to portal and add Web Part to the home page.
  5. Configure Web Part with blog URL.
  6. Error. There was an exception reading the RSS Feed. Insufficient permissions for setting the configuration section 'defaultProxy'.
So, can you explain how to avoid this message and make Web Part work?

Ops… resolved for my case.
I configured IPermission by adding following URI:
<URI uri="http://external\.blog\.server\.com/.*"/>
and error was the same. As I can see, Obilogic RSS Reader need wider permissions:
<URI uri=".*"/>
and this works for me.
